02 - In a large bowl, toss shrimp with 1 tablespoon olive oil, half the minced garlic, lemon zest, salt, and pepper. Let marinate for 10 minutes while preparing other ingredients.
03 - Heat remaining 2 tablespoons olive oil in a large skillet over medium-high heat until shimmering.
04 - Arrange marinated shrimp in a single layer. Cook for 1-2 minutes per side until just pink and opaque throughout. Transfer to a plate and reserve.
05 - Reduce heat to medium. Add butter and remaining garlic to skillet; cook stirring constantly for 30 seconds until fragrant but not browned.
06 - Stir in lemon juice and red pepper flakes. Return shrimp and accumulated juices to pan. Toss to coat evenly and heat through for 1 minute.
07 - Remove from heat immediately. Sprinkle with parsley, basil, and chives. Serve right away with extra lemon wedges on the side.
